To do that on a bike it's best to have a longitudinal gun holder.
The mother of invention was when we tried to hunt with our rifle horizontally strapped across the handlebars and banged up a beautiful rifle stock by hitting trees and brush.
A longitudinal gun rack fixed all that.

Rubber Forks securely hold your firearm and rubber straps lock it in.
8 bolts hold 2 holders tight on the bicycle top bar.
Bikes and E-bikes with Deep Angle top bars are required to fit this rack.
